What’s the person being micro managed “taking control of” exactly. In the question the boss is micro managing. There’s no indication that it’s a lack of communication - why is the candidate expected to take blame.
Love the question. You’re right—there’s no direct sign of a lack of communication. But human behavior often runs on subconscious fears and conditioning. To get to the root, you have to imagine things from their perspective.
Think about it: When was the last time you enjoyed chasing people for status updates? It’s frustrating, right? So why would a manager be doing it?
Managers are human too. They have their flaws and are still learning to do their job better.
When you approach the situation with compassion, you can become part of the solution instead of demanding things work a certain way.

Why wouldn’t the manager say that then? It seems to me this question, if that’s the answer expected, is designed to hire sheep.
Managers, like engineers, are also learning to improve their skills. As Gregor said, act from what you can control and take ownership.
